The man was working as a traffic controller on a resealing operation on the road when he was struck just before 1.30pm.
He has been taken to the Launceston General Hospital in a critical condition.
The male driver of the ute has been taken to hospital for observation.
Accident investigators are at the scene and traffic in the area is expected to be disrupted for some time.
